My telegram No. 1 to Canton.

I shall be glad if you will inform Chinese Government and

urge them to exercise upon Southern Government what influence |

they have in order to stop aggressive action. Confidential I leave it to your discretion to inform the Chinese Government that on condition that the Chinese Government agree at once to proceed to the delimitation of the boundaries or to submit the matter in dispute to arbitration without delay, we are prepared to advise the Portuguese Government to discontinue all work in the inner harbour.
